Okay so I have some guys on my friends list, but hes not really my friend I just saw him and we chatted and we added each other. So he pmed me and he said: "Hey wanna chat on the fone?" then i asked him why, and he said "i just wanna talk about runescape" and my question is....what should I have done? Report him?

Delete him, add him to ignore, report him. Believe me, Jagex takes this kind of stuff VERY seriously. Report under Rule 13: Asking for personal details. I suggest going into the reporting acadamy forum for further questioning, and I advise you take a look at the knowledge base too.
